1988– Trillium Execs Libold and Hertz begin what they think is the systemic logging of hundreds of acres of forests on Whidbey Island. The Coles Valley Parcel was the first. When surprised walkers found the parcel clearcut, it was the beginning of the the Whidbey Environmental Action Network (WEAN).

2003-2006 Bob Libold, NJB Development, Pacific Crest Partners and now SWLLC, was instrumental in the city annexation, and negotiations for the 24 home development “the Grove”. Ross Chapin signed on as architect. Land was cleared, NJB Development changed number of new homes to 46 (profits). The city and citizens said no.

2008 Ross Chapin develops new site plan with 100+ housing units.

2010 SWLLC (Ken Hertz and Bob Libold) pay $10.00 for the 40 acres near 5501 Coles Road.

2012 SWLLC approached the city to build a fish farm and private residences on Coles Road. The concept did not materialize.

2013 Ken Hertz (Blossom Management, Grandis Pond) placed a Ross Chapin illustrative sketch of the 113 home Langley PUD on his website, expecting approval by 2015.

2017 the Langley planning director began championing multifamily infill form based codes to the PAB, mayor and city council.

2019, SWLLC to build 110 housing units. Ross Chapin illustrative site plan as basis. Mayor signs MOU with SWLLC.
